There should be two areas of the application one to import the xml data which would be available to admin user only, other would be to search the data which would be available to all users, I have few questions on the schema of the XML data, please get in touch over chat.

Hi, I have gone through the site ,and i see they have CSV format also along with XML. CSV is more searchable and can be stored in S3 compact able storage for bulk processing at a cheap infrastructure cost. I can build this in XML also , but I feel since you want to search through data , it's better to be done with CSV. I will setup everything in cloud that is preferable to you , so that it can run cron job of every one minute and archive the data. If interested let me know, so that I can start the work.
