Brick & Mortar to Online Program

Job Description:
We just purchased intellectual property of an accredited program being taught in a brick & mortar school. We want to bring that program online so students can attend virtually.
It is a 2 year program and the curriculum is broken up into 8 quarters. Each quarter is 10 weeks long and there are approximately 3-5 courses taught in each quarter.
We have acquired the school's powerpoints, quizzes, assessments, assignments, and have recorded the instructors teaching the class so we have transcripts rather than writing from scratch.
This project is going to be rolled out in phases. While our premium launch will include many design elements, such as simulations and 3-d animation, we need bare bones for this initial pilot launch.
I need help taking the curriculum, and transferring it to a consistent template. I do not need a lot of bells and whistles. I was initially thinking transfer most of the content to Articulate Rise or Storyline and leverage the video/audio of the instructors where it makes sense. We have already begun cleaning up the audio on the recordings and chunking the video recordings into 20-30 min segments to make it easier for online learners to digest. The designer will need to incorporate the quizzes, assessments and homework assignments, but we really only need formatting, at this stage for those elements.
Can you provide some suggestions or rough estimates regarding timeline and cost? I have not provided any images or resources because there is an NDA associated with this project.
