Help me with Internet Marketing

Hi I have a logo and want to set up a website for my new business whichcafenext . I want it to have retro soft pastel but fresh headline photographs with 5 changing band photos in the meld of Zomato and AirBnB - the app will have a star rating . There will be Business Categories like Cafes, BakeHouses, restaurants,Wine Bars, Pubs, Then Coffee, breakfast , brunch ,lunch ,dinner , drinks and of course Take Out I want the the website to be able to be able to create two databases Members and Businesses For the Membership where anyone can join using their Facebook & Google + , & which collates and specifies upto 10 fields namely Name, Email, phone , Sex , Age , address, Food preference eg Vego, Omnivore, Carnivore , vegan , allergies , NOTE first join Only Email ph and name .. then reward points for additional information over time and engagement so that people do not feel too threatened privately wise . Also incl T&C statement incorporating a privacy statement we do not share information or sell it . It is important that it starts with a Nearby function . For the Business Data Base - It is important that businesses can upload their logo , menu , specials , location, specials and rewards , times , booking button . and store gallery pics , bookings can only be made using the site so no disclosed ph no., And a blog /review post capability with start rating It is therefore important that the business can receive a tri color coded notification green current yellow booked and red confirmed and contact button For businesses to join it is free for the first 90 days then they pay $10 per month by Paypal, or direct debit cc . Each business participates in a reward program of WCN points specific to their business . For example say the cafe is called Metro Cafe the WCN points would be styled Metro so for every dollar spent the member receives WCN points and these can buy Starter paks in our other website which we want to develop WealthCoinz which will also accrue WCN points that afford a real dollar value discount if used in that business . My budget is limited to AUD$3000 but with payment terms to allow an ongoing monthly administering fee of $300 per month for the first year .
