566823 Master Webpage Template

1) I'd like a "master" webpage designed that I will be able to reuse across multiple pages of a basic website.

2) I'd like a navigation bar on this master webpage that I will be able to enter the links at a later time. The navigation bar will probably have javascript or css menu's (and submenu's) as I anticpate there being a significant amount of content.

3) I would like the page to include space for advertising on it (3 column type: left column ads, right column ads and possibly top and bottom ads)
