multi-tenant chat app using websockets

Hi, looking for a robust, scaleable chat application which uses ws signalling server, fallback to other methods if required. must be capable of scaling to cover a large number of isolated tenants (namespacing or other method), and tenant-users. User authentication using a token which will be based to the socket on connect, which in turn is verfied against a db storage/rest request/other method. Admin interface allow tenant-admin to enable a pre-defined list of users, with controlled and restricted access to a selection of rooms. A user can be a member of 1 or all rooms. Features within the chat app to include 1 to 1 messaging, 1 to group/many, broadcast, file share, screen share, voice, video. All features to be controlled per user, e.g. enabled/disabled. Option to allow point to point communication per room, overall, or restrict all data to flow through the server. Server can then save all communication data and allow admin to search and view interactions. UI is not too important, but experience in this area and a proven track record in providing such very important. Code needs to be well commented, cater for all possible return values and not crash due to errors. If successful we will be requiring an android/iphone version of the same. Open to suggestion as to which framework to use, needs to be well supported (community based is fine) and secure. Any more questions feel free to ask. Ideally if you can build this independently on your own servers, containers, nodejs, vms, whatever is needed, then better for us. socketio is mentioned as are some other frameworks, dbs, but very much open to suggestion and opinion.
