Price range: Best offer, but I want a stable interface.
Note: I am looking for this program/macro/script to work with Microsoft Word. I am however, open to other editors, such as OpenOffice. I am open to both Linux and Windows OS. I am open to a stand alone program, or one that integrates with the text editor.
What I need is the following: Suppose the following paragraph is one among many in a .docx file. If this paragraph block were selected/highlighted with the cursor in Word (or any other editor?), I would want (1) a dialogue box to come up that would allow me to Tag the block of text. Tagging in this case specifically follows a set of pre-determined tags (but these tags should be adjustable on a case by case basis for each document).
So for example, the following text is selected with the cursor, and let us say the dialogue comes up, and allows me to block the paragraph with the tags "design" and "art."

The main point of the program is that (1) I want the input of the tags to be as quick as possible (preferably point and click from an editable list of tags), and that (2) I want to be able to select the exact text i want tagged, where (3) unique opening and closing tags will be put at the beginning and end automatically for the selected text. I want the tags to be visible and not hidden.
I am also willing to consider .RTF files if most formatting from documents can be preserved.
