Need to put alert message on magento website and order page.

I want to put an information box on my magento site temporarily saying that orders are currently only being dispatched twice a week while we are on holiday.
This is a simple edit, I want it on all our product pages, NOT the homepage. I also use a one page checkout called light checkout and I want the notice on there too.
I want to edit the notice in cms static blocks for convenience.
I would do this myself but I dont have time. thanks.
