Pine Script Indicator

I have a pine script task if you could check it out please.
So I want a script that does the following:
Bullish scenario: (opposite for bearish scenario)
1. When a fractal high is broken
2. Take the range from the high to the previous fractal low
3. Place a line or label on all bear candles in that range.
4. (If possible) When price returns back to that candle, delete the label/line
Let me know if this can be done and in what time frame please? My budget it around 40CAD, so don't bid a ridiculous amount.
Also, don't take this as an experiment, I've wasted my time with 2 freelancers already. Only bid if you know you can do it.
