I've worked in those days with Access '97, to the current day I still work with the newer versions, and I have a server running v.2007, from which I think I can upgrade your app. I've got experience working with large and complex dbs, queries and reports. I've developed myself my own payroll system, running on MSAccess+SQL Server.
