Kingdom Development & Design in Survival Mode

different villages being upgrades to small towns and castles , like a kingdom , it should be like a capital(i have already build ) , thaan 8 state capitals(4 reuires upgrade and rest 4 needs to be built ) , each state cappital holds 10 tribs , each tribe control villages , towns and castles , ( total 3-5 structures each tribe )such that it averages out for each region, in +x,+z dir 2 state capitals , ,in-x-z 2 state capital , +x-z 2 state capital . , -x+z 2 state capital . , and some good structures across the whole kindom need to be provided directly under the empire capital itself (under diff banner ) like the one whose scenes are good , or have high population , also world should be strictly in survival mode , and also maintain a notebook , containing the coordinates for each structure , under which tribe , under which capital , you are free to name the cities , castles , and villages, the theme should be kinda like ottoman , or arab mixed, the size of kingdom is 10000 radius , also a special designed bif beautiful garden type structure closer to the imperial capitals, which consist of all the tribe banners , organised acc to state capitals ....
