Since the application is already developed, I would not recommend rebuilding anything before understanding what is actually there. I’d first audit the existing code, database, authentication, hosting and core workflows, then separate genuine bugs from unfinished functionality and deployment/configuration issues. Once the application is stable, I can handle the production move including domain, DNS, SSL, hosting, environment configuration and final responsive testing across desktop, tablet and mobile. For iOS/Android, I’d evaluate the current architecture first. Depending on the technology and required device features, a PWA or shared cross-platform app may give you a much faster and more maintainable result than building two separate applications. If App Store/Google Play deployment is justified, I can include that in the next phase. Please send the current website URL and let me know what technology it was built with, if known.
