Android Application Needed

We want to supply. our fleet of cars and its drivers Android Phones. Hence we need a specific application. Please see the attached file for detailed specification.
The maximum budget is $500 and the project needs to be completed in 20 days. 100% of amount will be given as milestone. No payment will be given if the project is completed. Don't expect any part-payments.
Any delays will lead to a penalty of $5 per day.
We will own complete rights of the application and vendor will not be allowed to reuse the code or resell our application.
Vendor will have to sign a Non-Disclosure Agreement, No Objection Certificate and will also have to agree to Delay Penalty.
Please note that Server Side things - WebService + SQL will also have to be made by vendor.
We will create SQL database and its fields, but WebService required to connect to our SQL has to be created by Vendor
