Mobile Responsive Wordpress expert to fix a few CSS Jquery Issues occurring on mobile platforms only

Fast turnaround requested! We are looking for a CSS and Jquery expert who deals with mobile responsive platforms. We have a WordPress website with a mobile responsive version that works as expected on desktops but there are several features that need to be fixed on mobile platforms. Jquery mouseover effects on 2 pages are not working on mobile platforms; The homepage has a mouseover effect, the text is currently not appearing in the boxes on tap on Android though the box appears and there is no rollover effect on iPad or iPhone 4s. 2. The site has embedded Vimeo videos. These do not scale when the site is sized up or down, but we want them to resize to fit the page. Right now they show half on the page background and half on the navigation background. Alternatively, we are open to other suggestions. 3. We would like to replace the icon for the nav bar on mobile platforms so it's more obvious that it is a navigation option. 4. Some spacing issues on the mobile version need to be corrected (the arrows for "next page" are spaced correctly off the top of the videos on some pages but not on other pages). 5. We use a shortcode to create scrollbars on the desktop version of the site. Ideally we would like to hide the scrollbars on the mobile responsive version and show the text in line. The page background should still appear behind the text. 6. On one page, the click through to read more shows the navigation background instead of site background. This mobile responsive site must work properly on all major mobile devices, particularly iPhone, iPad, Android, and must remain cross-compatible with all major browsers.
