App Developer: Ipad content interface

I'm just scouting at the moment...the client does not have a good enough brief to start the job, please let me know what you need them to explain so you can bets price the job.
I have been asked by a mate to price/manage an iPad app development due around August 2018. The client is in the construction industry . They have all this data and graphics and want to package it in an app so the client can easily access it from one simple interface.
I don’t think we are talking about something complicated it’s basically a menu from which you can then access still images, drawings (CAD-PDF?) and videos. They will give the client an iPad with the app installed.
The person would need to share their portfolio with myself and the client. You will need to sign an NDA when we get closers to a real project.
Please ignore the hourly rate, let me know what yours is. It may turn into a fixed price once the brief is received.
