Create a Mobile Website

Need a single page created that can be rendered on both PC and mobile in Portrait layout. Simple colour scheme. Page is to be hosted on a RaspberryPI with Apache2 and CGI enabled. Goal is to trigger 4 python scripts that return no data (actuating some IoT functionality) . The python scripts are already written and working. Optionally I can include HTML return code to signal successful start and completion. Scripts either control state (on or off) or trigger a 30sec or 60sec run of a pump. There are to be 3 buttons on the page. Top button controls state. Default state in <Off>. On click it sets to <ON>. click again it goes <Off> . Button must display the current state; either on or off. Beneath this is a row of 2 buttons. <Short> and <Long>. When one of the buttons is clicked all buttons is this row are disabled until the script completes. buttons should be bordered, black fill, with white typeface in Ariel 32 point. The code should be commented to allow easy modification of button values, page names and title blocks. Strong preference to use the existing web setup however will consider a node.js/flask implementation if basic installation pointers are available.
