online translating app (voice&message)

I need a translator app for (android&ios). I would like it designed and built with this features:
We have to make an (admin_panel + 3_apps):
- Admin panel app
- Audio sender app
- Translators app
- Users app

Admin Panel app:
1- Registering translators accounts
2- ability to allow or block translator (in any time)
3- ability to send notifications on the "user app" (photo, voice, message and...).
4- ability to receive and edit chats from google api for edit and send fixed texts to "user app".
-edit&fix incorrect translations texts and send them to user app.
- add/edit/delete chats in "user app"

Audio sender app:
Sometimes translator is in home. This app send audio from conference to translator app in home
1- make a "sender audio app" (for Windows & MacOS operations).
- sending live audio to "translator app"
2- add a section to translator app "receive audio"
- getting audio from "sender audio app".

Translators app:
- register in app with name+family+phone+(user+pass+email).
1- first option: (Translating is in home).
- send voice from microphone to "translator app".
- send translated voice from "translator's app" to "user app".
2- second option: (Translating is in meeting).
- send directly voice from "translator's app" to "users app"
3- third option: (send translated text).
send text chats from "translator's app" to "users app"

Users app:
1- first option: "receive Chats" by "google api' and translator.
"option1" >>>google api steps:
- select and set languages for translating by user
- send voice to "google cloud speak api" for covering to text.
- send text chats to "translating api" for translating.
- send translated text chats to "user app" (part by part).
#Translated_chats by "google api" must send to admin panel at the first. Then admin start to changing some of words and wording, then admin send fixed chats to "user app chats section"
- Admin must be able to turn this feature on/off
"option2" >>>live translator chats steps:
- connect "user app" to "translator app" and receiving live chats from there.
+ ability to records all "chats" in history.
2- second opinion: "audio chats" by "google_api".
- add "google cloud text to speak api" for play chats audio.
+ ability to records "chats" in history.
- "google cloud text to speack api" must used of fixed chats by admin panel.
3- third option: "live translation".
- connect "user app" to "translator app" and receiving "live voice" from there.
+ ability to records "voice" in history
Setting:
when "live translation" is active then "user app" must stop all "api" and just connect to "live translation".
(In fact, api must only working when that is no there any live translator).

#Each two app must make for ios+Android.
#User app & translator app: must have multiple panels for send&receive all sections.
Because sometimes a few translators are needed together.
Example:
Panel 1: Persian to English
Panel 2: Persian to Dutch
Panel 3: persian to French
Panel 4: English to Persian
And...
#All the sources of all apps must to delivering me at the end.
