Write an Android application for a Tablet

I'm resubmitting this project with Full information. Last time the information was not complete so Freelancers offered a price, and once details were discussed, the prices became different.
So Please read carefully and view the attached files before bidding (UI Design and example of Excel files as source of information for the app, and as outcome result), I have compiled all the excel files in one file with more tabs, so please review all tabs.
I will award based on the bidden price as the information is all available now. Please take your time, I will not award in the first 2 days. And please don't bid if you cannot realize this project within the required budget. I am there for any questions, if I am offline, leave me a message and I will answer once I'm online.
This app is to be used by observers to gather information regarding the occupancy of an office building or office space and what people are doing. To simplify it, the app needs certain information e.g. floor plans, a template to fill out, and information about which routes the observer should follow and which floor plans to display to the user as well as which values the observer can select from.
On the other hand, the result should be the excel file filled out (see the excel file). I designed the Front end (see PDF attached) and would like you to bring this app to life.
Please note:
1- No amazon cloud is required, I will save the files on google drive, the tablet is registered on android with a gmail which will have access to the google drive.
2- This app is for my use and will not be published on google play, it is android even if the frame shown in the file is of an iPad.
3- This app shall be used on multiple tabs at the same time, and all of them send their data to the same file/folder on google drive when the user clicks "export data".
