I need a customer-self-serve data entry system created for Windows IIS, .NET based web site using MS SQL Server as the DB, .NET 3.5, and very importantly DevExpress DXperience third-party tools. Either VB or C# is acceptable.
Preference will be given to a developer who has everything in their background as well as a fully-licensed development copy of DXperience and Microsoft Visual Studio 2008 or 2010.
I am the CIO of a mid-sized company that has recently become part of a multi-firm alliance of a dozen or so entities aligned to provide services in the health care field in the US. I have been asked to take the lead in coordinating all of the technology including the software development. What that means to you is potentially years of ongoing, repeat work - if you are the right person.
The first deliverable (in a very short time frame) is to build a basic customer information order entry system and tie that to an online payment method (most likely PayPal). There is also a great deal of back-end work using WDSL/SOAP and other Web Service methodologies to share application logic and data among disparate systems within the Alliance.

The candidate with the closest skill set and the most reasonable rate will be selected for a "consultancy" of about 5 hours where I will explain the details of the project to him/her. After that, an addition project will be created to actually complete the work. As I said, this is a long-term engagement and we have to make sure that we have the right individual, not just from the technical skill perspective but also work ethic, attitude and professionalism.
