Configure a Google Clout OpenVPN Access Server instance

Fluent English speakers only, please. If you are not highly familiar with GCP openvpn access server configuration running Ubuntu 18.04, please do not bid or message me. I would prefer to get this done this evening via teamviewer. For someone who know what theyre doing, I imagine it wont take 20-30min max.
I have way too many questions about best practices and how to do several parts of config so Im giving up and posting here. I want to do a teamviewer session with the freelancer who can walk me through the whole process. Here are some of the key or extra components I want implemented.
1)Implement a load-balancing VPC with custom subnets across the US. I dont know how to do that without making the IPs overlap. I think I need Network Endpoints established as well
2)Configure firewall rules so as to only allow necesary openvpn server/client communication between my computer and cell and a site-hosting VM instance as well as a torrent client located on another VM.
3)Implement best security practices like creating new Admin UI user and passwd along with other things i cant think of
4)Obtaining CA and private and public certificates and obtain a signed good quality SSL with TLS for Admin UI
Anything you know of that can assist with ensuring high availability across the US for the torrent client. Anything security- [login to view URL]
*)Any and all pertinent steps in establishing secure confirmed connections to the mentioned clients.
I have another project that entails this skill set. If the job is completed correctly, I will hire you for another ubuntu-driven project.
