Out of the box Mini Portal

We require a fully skinable out of the box, secure mini-portal for use in a project. We have designers and a site structure which requires web pages to be dynamically created along with disucssions, links and votes. All content will be supplied by registered users and security is an issue. This back-end only project needs to be completed within the next 2 weeks to be tested throughout september. We expect high usage (up to 30,000)so the system must be able to cope with this. Remote working can be arranged with suitable experience and reference sites. If you can supply a quote and the chosen languages you will be using (prefereable PHP/Java/MySQL with XML) along with an idea of a timescale and costs, your application will be dealt with immediately.
