We are looking to develop a native Android Application for Samsung Galaxy Camera to take photo of archive boxes containing hand written information, to be uploaded over HTTP on a remote Internet Server, using background transfer in WiFi or 3G connection.
This is only the very first part of a large scale project including many different clients on Android and iOs systems to be developed in 2013.
ONLY REAL ANDROID EXPERTS SHOULD BID - MILESTONES AS DESCRIBED ARE MANDATORY
The application will adapt the photo resolutions and compression to be small enough for fast upload, and must detect 1D barcodes, Datamatrix and QR during the photo shooting session, for automatic separation and indexing of the containing boxes.
The developed Android application must be compatible with 4.0, 4.1 and 4.2 systems, use a 16 Mega pixel auto focus camera and a 1280x720 pixel on a 4.7 inch screen resolution (the native Samsung Calaxy Camera characteristics). The application shall also be compatible with recent Android Smartphones with a minimum screen resolution of 1280x720 pixels, and a 3 Mega-pixel or better autofocus integrated camera.
The application should be very easily translated in different languages, by externalizing all text and screen labels into external text files resources (see .nls sample file attached). First release should be written in English and we will translated in French, German and Dutch (by us)

The application displays horizontally and does not rotate with the Smartphone. It uses the full screen on a black background.
Communication with the SaaS Website : The Word document attached in the ZIP file describes the HTTP communication protocol with the Web SaaS Plateform, mainly to get configuration and upload photos.
Quality of the app and the source code is our principal objective, and we will adapt the time frame to the project is necessary. The source code must absolutely respect the Java coding rules attached with this project. This will be controlled in the source code delivery and recompilation test.
The requested development includes the Binary and APK compiled delivery, the complete royalty-free source code with all documentation, the publication on Google Play, and a 3 months bug correction warranty.
Milestones for this project are as follow and each step will be controlled:
=> Milestone 1 = 20% : delivery of the working visual prototype with all screen coded, photo shooting working and buttons allowing to go from screen to screen, for visual and ergonomic control on a real Galaxy Camera (Alpha APK). Possible adaptations at this step whit no more that 10% of changes into the different screens.
=> Milestone 2 for 20% : delivery of the first beta version, with all functions working and functional communication with the SaaS web site (Beta APK). Possible adaptations at this step of the product, with no more that 10% of changes into the delivered analysis.
=> Milestone 3 for 20% : final application with source code and development documentation.
=> Milestone 4 for 20% : after 15 days of real intensive tests without bug
=> Milestone 5 for 20% : after 3 months of effective production without bug
