I have a site that has a user section. The admin user can login and upload files to specific users. Users can then go in and upload or download files so that for or from admin. It's sort of a file sharing function through HTTP.
The company now needs to be about to upload files up to 1 GB. That size is too much for the hosting to handle through http uploads. I would like a solution that uploads and downloads to Amazon S3 or a VPS or your expert suggestion instead of the hosting company. This still needs to happen through the HTTP site, and the users functions need to stay in place.
Please review the following, as the project may need to change. I need the advice of a solid programmer

- This is a basic file sharing section between admin and individual clients
- The admin, and the client, can upload and download files.
The Problem
- I didn't know enough about servers and hosting to know that shared hosting will not do http uploads like this
- The client doesn't want to use FTP. They want it all web (http) based
The Need
- They need to be able to upload files up to 1 GB for clients. They need storage space of 20-60 GB.
- Can this be done with only a connection to Amazon S3? (I have an S3 account you can test with)
- Do we need a VPS or more?
- The client doesn't want to spend more than $25-$30 monthly, and they are willing to keep the current hosting for the Wordpress part of the site.
- What is your recommendation for allowing for these size to up/down load through their website?
- How much would you charge to fix it?
- Can you do it quickly?
