Clone of Threadless.com

I am looking for someone who can recreate a site that works much like threadless.com. It basically needs to be a place where designers can signup for an account and submit their designs for new t-shirts. Each designer that signs up will be assigned their own profile in which they can edit and submit new designs through. Each new design that they submit will automatically be posted to be rated by users on the site on a 1-10 scale. On the frontpage will be the highest rated shirts in order of rating.? A user of the site must be given the functionality to browse through all of the designs currently posted. We plan on running contests much like threadless does. What will be most important is the voting engine and displaying a picture preview of the highest rated, in order on the front page...20 to a page. Eventually I would like the winner of this bid to create an e-commerce portion to the site in order to buy shirts that we have selected to print.
