Document Management System (ASP.NET)

We are an architect firm with many draftsmen, designers and engineers who manages tonnes of paperwork. These paperwork need to be organized into a database structure, for easy storage and retrieval. We need coders who had done Document Management System before, and possess the expertise, to offer the design, build and delivery of such a system. The platform is ASP.NET. The system is expected to have: (a) Capture and import of documents (support all main file formats including a provision for batch processing of large volume of papers) (b) Annotations - notes to annotate without changing the main document which can flow from department to department. Should be overlays and integrity of original document must be preserved. (c) Storage & Archival - readability of formats which must be non-proprietary. Can store into any media, and preferably have a briefcase concept. Should run on either MS SQL Server or MySQL. (d) Searching / Retrieval - indexing for quick retrieval, supports fuzzy logic, boolean, proximity searches (e) Supports Intranet/Internet operations. Distribute output via email, fax and printer. (d) Security features for user access, audit trails and reports for document amendments. We need you to possess prior knowledge of building something like that before, so what you can propose a design + build of what we need. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. To make it easier for us, I would like to put some filtering conditions to this: (a) Features & Functions - I had experienced very high end systems with fantastic features. But no - we don't need all of these. In fact a simple system of input, storage, annotation and retrieval, running on MySQL DB is what we need. (b) Price Range - While I try to have as much functions as possible, reality must sink in - the more there are, roll-out date and the cost are longer & higher. Looking around RAC, I'd set my target price range as below $1,500 for this system. (c) Readiness - if you hadn't done this before, please do not offer programming services. I cannot write specs for you, nor have time to be beta tester for any raw system. We neeed a system (except for minor changes) that can be deployed almost immediately.
