Needing dropdown populated by table values based on previous selection

I have a form that is submitted for testing that we give. These tests are certification tests such as Microsoft, Cisco, Novel, etc.. Each of these tests are paid with a voucher which are sent to us via an excel file. I then take those and store in a table. What I need is this. When the administrator selects what test that will be taken I need a dropdown to be populated with the vouchers that are associated with that test category and only the vouchers that have not been used on previous tests. The database is complete and all the tables are done, I am basically needing help with my for and SQL for this. Although if tables are needing altered that is not a problem. I have a working example of what I need in an access database. I am taking the database to the web and I am needing this done in ASP. I will be able to answer any questions you may have.
