To run off an Asterisk server at an existing US data center operation, we wish to market a web-based telephone polling and robocalling application. The app will use VERY large SQL databases which we obtain from registered voter files and other sources like credit bureaus that contain ten digit telephone numbers. Political campaign, media and research clients will be offered the ability to focus calls, e.g. within area codes, zip codes, city names, counties, etc. or by other data that may be available like political affiliation or lists provided by the clients themselves. Once focused within client parameters, calls will be made randomly based on a to-be-determined pricing scheme.
Our clients need to be able to enter or paste text on a web page which can then be read back to them via speech-to-text software which the bidder will select for clarity of speech, test and recommend. Each text question will end with a spoken prompt to make a touchtone response (e.g. "Do you intend to vote in November? Enter 1 for Yes, 2 for No or press Star to hear the question repeated").
Preceded by a preamble ("Hello, this is the John Doe for Representative campaign and we'd like to ask you a few questions") the questions/answers in .wavs (or other appropriate format) then become the poll which is dialed out to the focused call list, avoiding the need to use an expensive process that today requires temporary employees, slapped together phone banks or costly cell phone collections operating out of boiler rooms or hotels.
The pollee's touchtone responses are stored in a SQL record (no answers, busies, fax machine/modems need to also be flagged in the records). A "Press 9" feature to call a human operator needs to be supported as well. Collected touchtone output from the poll is sent to the poller in a simple text file or spreadsheet. Clients will have prepaid before the poll is run. A future enhancement could be
the pollee's recorded response to a question.
If the client wishes to have their questions first recorded by a voiceover professional, we wish to offer that service. This is particularly important where we wish to have the questions/answers translated and spoken in Spanish, Korean, Chinese, Vietnamese or Tagalog (as is important in California).
The robocalling service we wish to offer is simpler -- a client can develop their own 30-second message as they wish (or we also offer that service), upload it to us and we will run it based on their area code/zip code/etc. calling parameters Both apps will require user registrations, password and credit care/Paypal payment routines. Demo pages will also be critical for clients to understand how automated these processes may be and what results might be expected. Results are confidential to the client.
We've partly prototyped the application in MS Access that can be made available to a bidder on execution of a NCA or NDA. Preference will be given to bidders in southern California as personal contact would be advantageous -- we wish to use this as a learning/training exercise for our small staff. Strong experience with Asterisk is very important for this task.
References are respectfully requested and will be vetted, as will be work samples. We will likely wish to engage in an ongoing support relationship for maintenance and enhancements which are sure to develop. We do have excellent IT skills on staff, so we are knowledgeable users, but we lack the Asterisk, PHP and SQL experience to make this succeed. Timing is important also as we wish to be online well before the November, 2010 American elections. We will, however, concentrate almost entirely in California for this calendar year.
