Number Plate Recognition Software for Windows (In any language C++ java etc)

Looking for someone to code in a language of their choice an application that will operate similar to the following software: <[url removed, login to view]>

Application should deliver the following:

* The application should be able to connect to a webcam thats installed on a windows7 PC.

* recognise uk number plates with a good degree of accuracy

* check number plates recognised on the cam against a database of upto 15 number plates, if a match is found, then it should make a siren sound and visually alert the operator.
