I would like someone to design a file sharing internet site. I will give some brief details. It must be possible for surfers to upload files to the system but no greater in size than [login to view URL] files would not be available in list form or by search (as say with Kazaa, Grokster) but would only be accessible if the relevant url for that page were known. So for example, I could pass on the file reference on a web site and downloaders could cut and paste this into their browser. This would then bring up the file sharing site with the particular page they had requested ready for download. They would simply right click etc. The service would be for video content only and mainly real player, although I do not know if this is a critical fact. However, there is a further refinement: they may only download up to 20mbs each hour. When the size would be exceeded, a notice would display telling them to try again in one hour or to buy time. If they buy time (via Pay Pal) they may then continue to download up to the limit of their time availability. If not they must return in an hour. I appreciate that by using various proxies the intentions of the system may be bypassed, but I think this might happen in only a relatively small number of cases. Of course, I must be able to vet what is being uploaded so as to exclude any unwanted or potentially illegal material. Finally I would like the Coder to suggest a server that might be reasonably economical for such a venture. In other words I would like the design and the implementation of the site, including Pay pal etc etc. If someone is interested, I am able to illustrate by reference to an existing site which operates approximately in the way described.
## Deliverables
