We are looking to create a newsletter template document for distribution to organizations as an item they can customize and adjust then email out to their constituents without the confines of having to use an email marketing system.
This project will also include the e-commerce website where members will visit monthly to produce their newsletters so we will need a membership area.
We would be happy to use WordPress and a membership plugin if this makes the most sense. We currently have sites that run S2Member and WishList Member.
The attached document gives more description and at the very end has detailed information on the project as well as workflow of the template.
This template will be run from a website that we manage. Users will come to our site, customize the template and then save the document to their computer to send to their constituents in a web based format or a printable format.
Our Main Question - Is the creation of the newsletter template document something that we need to get a separate graphic designer to create then give to you to put on the website or is that something that you can create?
Our intent with this initial post is to determine what other questions are needed from potential programmers so that we can continue forward.

The template document is the most important piece right now. We can create the membership site after that. The ability to use and work with the document is most important.
Is this two separate projects? One for the newsletter and one for the website, or are they better off as one? Thank you for your consideration.
