It should be when the admin setup a new user. The admin checks it off stating it's a mandayory field for any specific account. Meaning.... if i sign in as admin to setup a new account for Clark Kent, on this account i check off that the field is mandatory and MUST have something in it before the user Clark Kent can submit an order.
If the admin doesn't specify that it's mandatory the end user doesn't even see the field.
It shouldnt take more than an hour for someone to come up with this. Just don't have the time .
