1. When a participant click Opt-Out in invitation email it also makes the participant blacklisted in CPDB ( Central Participants DataBase ) as well as Opt-Out in survey table.
2. When transfer participants from CPDB ( Central Participants DataBase ) to an survey it should only transfers participants that is not blacklisted.
