Nokia Bluetooth Project

I need some software written for inexpensive Nokia Mobile Phones, such as the Nokia 2323 to work with Bluetooth and GPRS. In essence, I want the software to scan for any bluetooth devices in the area constantly, and report any devices it detects to a URL. The software only needs to report the MAC addresses for any detected bluetooth devices, and not names etc. If GPRS is not available, the reports should be saved until GPRS is available. A simple user interface will need to be provided, just showing the status of the uploads. The software will also need to download settings periodically. The format of the URL as well as details of a Windows CE version will be provided to a successful bidder.
