Secure Dynamic database

We need an expert database builder to create an article base dynamic database as well as a database that supports online courses. A search engine is needed that will allow the customer to perform keyword searches based on the article content: author, subject, phrase, title, ect.... Need to create database setup for online courses. All articles and course offering must be set up as a secure payment process. The ability to allow a customer to access and read limit pages of the articles offered and to have access to course syllabi prior to payment must be operational. Database must be setup to allow owner to submit articles and enter course materials without the aid or supervision of professionals. Prefer download of articles to customers to be in PDF read only format. Database need to be integrated with host provider management site. Database must support multi-languages (Semitic and other foreign languages Hebrew, Arabic, Akkadian, Aramaic, Syriac, Ugaritic, Coptic, and Greek).
