Wordpress Plugin, users saving funds creator

I need a plugin for Wordpress that creates user savings funds, admin create saving funds for assign them to registered users, May be N funds, this saving funds grouped N users, users can check their savings in frontend only, real savings database is in stand alone independent MS SQL that will export the data to the Wordpress MySQL database. So there is not connection between databases. Manual import /export CSV data tool required.
A user may have several savings, so the only operation user can make is transference between his own saving.
Check the PPT file attached. We'll use the Wordpress users access system, not another mayor secure layer needed.
Allso I have designed the user views (I'll send the JPG files), but what I need is the programing, so I will work in the CSS styling.
