make a joomla component

i've a site, link style r (dot) com It is a logo style directory, manually written in HTML format I need someone can make it as joomla component Admin can 1) upload image into specific catogory, height fix in 30 pixel, and no limit in width. support PNG, GIF, JPG and JPEG 2) mouse rollover will display site name, url, intro (150 words) 3) can create unlimited catogory (currently using [login to view URL] when rollover logo, but i dont want it for the joomla component) 4) can upload umlimited logo in one category I am expecting this to be done professionally and not rushed, upto 20 days This is a Budget project, i expect can make within 200 dollar, ofcoz less than $150 will be better. pls done the project within 2 day, more than 3 days will directly cancel the project and re-post the job in GAF. Im very good in payment and fast payout, once the project done. 70% escrow at begin for rating more than 10 review, and when show demo to test, will escrow another 30% 40% escrow at begin for rating less than 10 review, all done then will escrow another 60% After done just upload to GAF, i will test for 3 days and i will not provide server login to selected pragrammer.
