Convert Existing Website to Wordpress

Currently I have a script that is really outdated.
1 - First what I need is the database converted to work with wordpress. I need all the categories and content with new URLs that are seo friendly. (The titles of the posts / categories )
2 - I also need all of the old URLs to use a 301 redirect to the new URL. I have installed a plugin (simple 301) that can quickly help with this, or you can do what ever other method you have. As long as it maintains the PR throughout the site.
3 - I would like to have the content moved to my CDN domain.
The last guy I hired was only going to charge me $30 but he had family issues he has to attend to and cannot do it. So I am looking to pay around that. The job shouldn't be very hard. I was told most of the stuff to accomplish this is doable through a wordpress plugin that allows you to import everything via a csv file once its converted from the current CMS. I just have no time to do it myself right now.
