Hi, i see you need a site that would also be mobile friendly where users can register and send sms messages. You also want it done using either of the open source platforms you mentioned, but you need to be aware of how this sms gateways work. They dont just send sms all by themselves, they need to be connected to the mobile networks to deliver the messages either by means of usb modems, 3rd party sms service providers(not free) or directly connecting to the mobile telecom networks( very expensive). So its not as straight forward as they all sound, but either way,I can get it done for you very quickly, am a well seasoned developer with over 8yrs experience, you can be assured a job well done. So what would you say as regards the sms gateway issue? Would be great to hear from you. Cheers.
