181064 Simple & Quick programing

I need a simple and quick (I would think) program. I would prefer that it be in PHP using MySQL, but am open to suggestions. I need the program to do the following: * allow users to open an account: user name/password with email verification to activate account. Free to open an account. * members account area should only be a single page. * allow members the ability to change password and email account information only. Cannot change user name. * allow members to request a payout via PayPal or check (would like to be able to add additional payout options at a later time if I choose). Payout option would only activate once members account had so much money/credit in it. The amount required should be able to be adjust by the site administration. Payouts are NOT instant and would need to be approved by the site adminitration and paid out manually. * allow members to contact site administration via the members page. Site administration should be able to: * delete member accounts. * add cash to member accounts. * withdraw cash out of member accounts (approve payouts to members after request as noted above). * email all members at once via administration control area. * post individual/private information onto each members area. No two member sales information would be the same and information should be able to be posted manually by administration to any members area page chosen.
