Web Portal - Tender system

We need full design of a web portal, this will be based on a tender system where end users can submit what they need. Although based on a tender idea it will not feature long winded full tender process, eg it will have drop down menus featuring brand names they can select, type of product, timeframe needed and any special comments.
On the other side of it will be the reseller login, they will not be able to see the end user business name of what they are bidding on only the products they need and city etc. Likewise the end user will not see who the reseller bids come from until such time they mark as a win. Once marked as a win the reseller will be sent an email and notified to pay the fee to see who the end user is and make contact. This will need to be a secure payment system.
The reseller will also need to be able to search for tenders/leads based on product type, location etc. As part of the same project maybe the design of an iPhone app, this is yet to be confirmed but any information would be benifitial.
Project is likely to take place in August/September 2010.
