A non-disclosure and non-compete will be required to be awarded this project, as will proof of US citizenship (our contract holder's requirement).
We require US-based (only!) contract PHP developers or team to complete approximately 1500 - 2000 hours of Unit Testing development through the end of March. As such, several developers or teams may be selected to complete the project. Payments will be made approximately 30 days after project completion.
In short, the project is a Zend Framework based PHP (5.3) business logic and content management system utilizing data in an Oracle (11g) database. You will be required to work over a VPN (OpenVPN) on a development server at our location.
There is a strict hourly cap which we are able to offer on this project due to the late nature of its announcement, however, upon adequate completion of tasks, we expect a contract extension and will offer satisfactory vendors the opportunity to re-bid for the extension. We will guarantee awardees a minimum of 40 hours per week each, not to exceed 60 hours (per individual).

(2) You must provide links to, or detailed descriptions of, similar work (please focus on Zend or Oracle & PHP)
(3) "Qualified Candidates" will be subjected to a telephone interview *and* a practical interview. While both are quite painless for the qualified, the unqualified should be warned: our BS meters are pretty good and we have been known to be blunt about it.
