Work-around for sites that block LWP requests

For example, Google blocks LWP requests, so I can't figure out how to perform a search from a cgi file and parse the results. I understand it has something to do with User Agents, but I don't know how to do that.

What I need is a working perl or PHP script that queries the following sample URL, and assigns the value of the results page's contents to a variable.
