vBulletin-Plugin - Hide a thread after it has been reported by X users

Hello: This is a very simple project. I need a vBulletin plugin which would hide a thread after it has been reported by X number of different users. The number of users required to trigger the hiding should be set through the Admin Control Panel. Additionally, after the reported thread is hidden, the plugin should create a thread, in a forum of my choice, reporting the thread which triggered it. One way of hiding the thread is flagging it as moderated, so nothing fancy needs to be done about that. The programmer will have to provide his own testing environment and deliver the plugin as soon as it is ready. The plugin should only work in some specific forums, set through the Control Panel.
