MEMBERSHIP SITE CASTING AGENCY - Similar to Employers Employees site or Dating site

I need a good PHP developer that can create a website that will have these functions: 4 types of users: General public user, Non-paid actors, Paid actors, Producers. And of course the site Admin. Users can search for users. 2 main types of users login section: actors(employees) and producers(employers). Producers are looking for actors. Actors wanting to be fully registered ones can pay by Paypal so they can upload their profile photos and embed videos so they can be seen by producers. It has to be done by WordPress membership+photo upload+payment gateway. It should a nice clean and clear admin panel. All HTML layout files will be supplied by me. You just have to make the WordPress PHP work within that layout and the MySQL and the PayPal API. A-)JUST BROWSING PUBLIC PEOPLE (Non-members): 1-They can browse all users, and can view all profiles but they can see the user's first profile photo but not the rest of the photos and video of the user. B-)ACTORS DID BASIC REGISTRATION BUT DID NOT PAY (Non-Paid members): 1-So actors can register themselves (names, user name, email, pass) 2-They can browse all users, and can view all profiles but they can see the user's first profile photo but not the rest of the photos and video of the user. 3-They can not upload their own photos or video embeds. C-)ACTORS DID BASIC REGISTRATION, THEN PAID, THEN DID FULL REGISTRATION (Paid members): 1-Actors that did the basic registration decided to fill full registration so they can upload their own photos click on payment page paypal button, pay and then come to big form page so they can fill eye, hair colour weight etc and upload up to 6 photos and embed their own youtube video (no video uploading just embed) 2-They can browse all users, and can view all profiles they can see the user's first profile photo and all the rest of the photos and video of the user. 3-They can upload their own photos or video embeds. D-)PRODUCERS DID BASIC REGISTRATION, THEN PAID, THEN DOESNT DO FULL REGISTRATION JUST START BROWSING ALL USERS (Paid members): 1-Producers made the payment on payment page via Paypal. 2-Then they can browse all users, and can view all profiles they can see the user's first profile photo and all the rest of the photos and video of the user. 3-They dont upload anything. 4-They just add their favorite users into their favorites list.
