494447 PHP & MySQL expert needed for fetching program

I need a script written in PHP to fetch a .csv file from an FTP location. The script would then load the .csv into a table called raw.

Then the script would place information from the raw table into a new table. Some of the information is just straight pull, a few other fields are condition driven and math formulas.

The final table data should then be placed on the server as a .csv file.

Full details of the project are in the attached TXT file.

Please do not bid until understanding all of the requirements.
