I would like a Facebook app that notices when you write a special comment on anyone's status updates. The special comment is triggered using a 'magic keyword' or maybe if it tags a person or page.

So lets you send some 'points' to that person, like a tip, to say thank you for your comment.
The app should notify the person via private message and add an extra comment to show that it noticed the magic comment.
The receiver can then add the app to keep the points and give them to someone else, or ignore the message.
If the user clicks on the app, the user can see how many points they have and their history of points gifts to other people. This is like an admin system or overview. If some points are unclaimed, the user can click to claim them back, e.g. after 7 days.
To write this can choose Ruby on Rails or PHP, but it will be on Linux and PostgreSQL as database. You should be ready to show me some code samples so I can see what your coding style is. Database and social (FB app) examples are best.
Knowledge of version control such as Subversion (SVN) or Git is useful.
