Update .PHP to work in Google Chrome

I have a page that is written in PHP and it will not work in Chrome. I need someone to figure out why.

Here is the page:

In IE, everything works find and it goes to the order page and we are good to go. When you are in Chrome, you get an empty cart. This should be a one or two word fix in the code I have, so don't bid like your trying to make a car payment. This job should be $30.00 (or less)
