Fixing a few PHP bugs and take on future development

I have a handful of outstanding bugs on a new website build, created in PHP/Ajax/MySQL that are preventing me launch beta-testing.
They seem to relate to incompatibilities of some code with PHP5. Turning the “register_globals” setting in PHP to ON seems to fix these but causes some serious security issues.
I’m not just looking for support with this problem but need a reliable developer to take on responsibility for the website gong forward. Initially it will be to fix these bugs so that we can move into Beta. However, we have substantial plans for the next phase of development following successful testing.
The website was built by a company I was introduced to on getafreelancer.com. Unfortunately, despite an enormous amount of time and effort, plus extra budget, I have not been able to get them to complete the site and I think it is now time to move on and find a more reliable company to take on my business. So I’m looking for someone with great processes (inc project management; bug tracking tools), reputation and testimonials as well as lot of examples of websites built in PHP/MySQL and, possibly, database-driven Flash.
I will be totally upfront: the code is messy and the file system is littered with unused files (part of the website framework of the developer I assume). It is possible that another developer will say the it needs to be rebuilt from scratch (I’d suggest using Flash in place of some of the trickier Ajax in this case and would also consider Ruby on Rails in place of PHP). In which case I’d like a quote for a re-build also. Since it is essentially replicating all that is already there it is a very definable piece of work.
