iPhone/android/web app for the exchange of a points system

Hello developers I require an app for iPhone , android , and mobile web, to find locations of users and display retailer locations stored in a database of your design with easy to use admin. The system will handle the exchange of a points system and track the transactions between them. Most functions will be handle dthru a mobile web app using Ajax to display in real time the functions taking place. The native apps simply run a basic mapping function and auto verify the device and log users into the web app seamlessly . You will need to hide the browser for this transfer. This will need to be designed from scratch and have a tight deadline. If incomplete by the dead line there wil be a deduction in pay of 10% per day. If you are not a fluent database designer and have no basic accounting knowleddge please do not bid. Your role is to design and build the db, the native apps, and the web app. Some reports as required will be discussed upon completion of the db. The app must perform well to the caliber of other apps. Like paypal app The web app has pin funstionalilty and must display to users across the planet in realtime what the other user has approved or rejected on their screen. The graphics must be hi q The admin must show the functions happening in real time according to Canadian law and accounting standards.
