I am considering creating an application similar to one like :

However, it is not as easy as that, because this is for shipping clients - who do not have access to internet browsing. This would be an offline application - where the user browses an application onboard, selects his choices, and then sends the details to us as an encrpyted email. Payment would be via credit card - but these details would simply be held within the attachment and we cut/paste them to be processed manually for payment.
It would also be required to have some method for updating the database of available cards onboard - this would be in the form of a file attachment sent to the ship periodically.
I have had some work done in the past that uses oscommerce and this was linked into a Microweb application such that the website cart onboard was a standalone - and did not require any major installation off ISS, etc.
I would welcome people's feedback or suggestions on how you feel YOU could achieve the above.
I am looking for UK only delivery at present, but may expand to Worldwide delivery in future.

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
