Program/Script to add mail settings(repost)

I'm needing a small configuration program or script that can be run from our dial-up program. We use [[login to view URL]][1] . It's the full pro version. It has the option to run a program in it's configuration. Please take a look at it to understand what we will need. The program needs to make a couple needed additions to any of the mail clients used. Outlook Express, Microsoft Outlook, Netscape messenger etc... I need the program or script to be compatible and run on any windows version 9x to Win 2004, I can have it tested on the newest windows beta if need be but could take an extra day or so for the beta people to run it. I need the program to add an extra folder called SPAM, I need to have a message rule created that any email that shows up with the Subject line [SPAM] to be placed in this folder for the user to filter or delete them self. Would need to be able to make easy changes with out putting config file on hand out disk. This has to be able to be done with out any user intervention.
